Responsible Markets (REM) Standard Public comment




On May 5, Circular Action Alliance (CAA) launched a public comment period for the draft Certification Standard for Responsible Markets: For Recycling of Paper, Packaging and Food Serviceware (REM Standard). If you have not yet shared your input, we encourage you to review and comment by July 7, 2026.  Your feedback will help strengthen the clarity, feasibility and effectiveness of the final standard.

What is the REM Standard?


The REM Standard is a draft certification standard developed via a collaboration between Circular Action Alliance (CAA), SCS Standards and Assurance Systems (SCS SAS), and a Standard Development Committee, to support implementation of Responsible End Market requirements established in U.S. Extended Producer Responsibility (EPR) laws.


The standard is intended to provide a consistent set of operational and documentation requirements for verifying how covered materials are managed downstream of collection and sorting across states with EPR requirements, while maintaining appropriate protections for confidential business information. It is also designed to improve transparency, consistency and confidence in recycling outcomes across the value chain.
