Producer Responsibility Meeting #64

Colorado’s Producer Responsibility Advisory Board will hold its 64th meeting virtually on July 08, 2026 from 12:30 p.m. to 3:30 p.m. Stakeholders and members of the public are welcome to observe the meeting, and provide public comment. During this business meeting, the department and the Colorado Attorney General’s Office, will provide updates on the status of the program and related matters. Then, we will hear updates on the European Union’s Single-Use Plastic Directive. Afterwards, Circular Action Alliance (CAA) is scheduled to provide updates on the implementation of their program, and an annual update on the status of the minimum recyclables list. The meeting agenda will be made available on the Producer Responsibility Advisory Board webpage along with meeting materials and recordings from prior meetings. Stakeholders and members of the public are welcome to attend. The department considers all public comments, so members of the public are strongly encouraged to provide their feedback. This is your opportunity to make your voice heard and participate in the implementation of this program. Regarding PCR Education Sessions During the plan review process, the Department received many public comments from stakeholders with diverse perspectives on mass balance with non-proportional allocation. Despite the diversity of perspectives, most identified a need for continuing education and conversation on this topic. In response to these comments and the recognition of an evolving board membership, the Department committed to an open and transparent process with presentations and discussion for the advisory board on PCR measurement methods using mass balance credit methods that can verifiably exclude fuel and meet the legislative requirements. Additionally, the global regulatory framework for mass balance remains dynamic, and the Department wants to ensure the advisory board and the public have access to the most updated information. For these reasons, the Department is holding dedicated PCR education sessions in June, July and August. CAA’s approved program plan requires that PCR certifications using nonproportional mass balance must be reviewed by CAA with the Advisory Board and only those that can verifiably exclude fuel will be accepted. As detailed in the approved plan, CAA will deliver a presentation to the Advisory Board when and if it is needed for any changes. No amendments to the program plan have been proposed at this time from CAA or the Advisory Board.
